Beyond revenue dependency, another reason why smokes are so expensive: after that huge lawsuit--in order to strike a deal with the tobacco industries--the gov. extended payout application to any new tobacco company looking to get into the industry. Thus, any potential tobacco entrepreneur had to pay the same amounts as Big Tobacco, as those actually responsible. Quite the barrier to market entry.
