		<description>I had to laugh - I recently received a mailing from a nearby city government for a program - as a business owner in another town - I obviously wasn't eligible for.  Unfortunately, this sort of inefficiency, waste and duplication is typical of local government as well - no matter how big.

		<description>The anti-smoking craze of these last two decades...talk about perverse. 

Beyond revenue dependency, another reason why smokes are so expensive: after that huge lawsuit--in order to strike a deal with the tobacco industries--the gov. extended payout application to any new tobacco company looking to get into the industry. Thus, any potential tobacco entrepreneur had to pay the same amounts as Big Tobacco, as those actually responsible. Quite the barrier to market entry.</description>
